This position reports to the Supervisor, Design Engineering Technologist, and is responsible for preparing designs and providing expert knowledge in the field of civil/municipal engineering. The position is required to review existing conditions related to the upgrading and enhancement of municipal infrastructure, and to provide insight, judgement and technical expertise in the development of feasible design solutions. The Design Engineering Technologist works on a variety of municipal infrastructure designs including new construction and rehabilitation of streets, storm sewers, bridges, retaining walls, sidewalks, curbs, pavement (resurface, renewal, recycled, etc.), guiderails, traffic improvements, active transportation facilities, parking lots and trails.

The Design Engineering Technologist works in a team environment with a Design Engineer and is responsible for researching project background, establishing design parameters and alternatives, preparing complex engineering designs and specifications, estimating project costs, producing record drawings, providing technical and engineering expertise to internal and external contacts, and tendering / awarding of projects ranging in value from several thousand to several million dollars.

The Design Engineering Technologist must possess a strong background in civil/municipal engineering design practices, and must have the ability to operate, maintain and customize procedures for the civil engineering design software, with a high level of proficiency in Autodesk Civil 3D.

DUTIES AND RESPONSIBILITIES:

Formulates the scope and design requirements for identified capital projects from record information, site visits and collaboration with interest holders.
Apply municipal design guidelines and policies to develop and produce designs for capital projects.
The Technologist assesses survey and soil/asphalt investigation results, conducts additional site investigations and analyzes relevant field information, reviews survey data and analyzes existing topography to develop effective design alternatives, establishes horizontal and vertical alignment, prepares detailed engineering drawings, quantities and specifications and administers design review processes.
The Engineering Design group is a team of approximately 30 people who design approximately $100 million worth of construction work per annum.
Supports procurement activities including advertisement, requisition of funds, obtaining approvals from interest holders and preparing tender documents for delivery to Procurement.
Responds to design related tender inquires and coordinates the issuance of addendums when required.
Maintains project documentation and provides thorough project information to Construction Services.
Evaluates tender bids for accuracy and conformity to HRM requirements. This involves producing a detailed spreadsheet summarizing unit prices bid and unit prices estimated, ensuring that the calculated totals are correct, and analyzing the bids for unbalanced bidding and bid irregularities.
Prepares Council, CAO and Director Award Reports to address project background, bids received, Local Improvement Charges applicable and recommendation to award tender. This includes obtaining availability of funds confirmation and stakeholder approvals and detailing budget implications. This may also involve determining cost sharing and obtaining final agreement of cost sharing with outside agencies.
Represents the department at pre-construction and on-site meetings with Construction Inspectors, Contractors, Utility representatives, elected officials and members of the public as required.
Provides detailed information, technical advice, interpretations and general advice to inquires from the general public, elected officials, government agencies, consultants, contractors and other HRM departments as required regarding Capital Projects.
Performs an integral role in the production of record drawing information.
Keeps current with ongoing adaptations to design software and industry standards.
Evaluates civil engineering design software and makes recommendations to senior staff for purchasing.
Installs, implements, customizes and provides support and guidance for civil engineering design software.
Develops standards and procedures for computer-aided design software to be implemented in the Municipal Service Systems Design Guidelines and used as the standard for all municipal engineering projects within the HRM.
Consults with software developers/experts to problem solve and stay current with ongoing advancements in software.
Provides technical expertise and training for civil engineering design software.
Evaluates, assesses and makes recommendations for new infrastructure
Creates, monitors and maintains essential databases used by technical staff for project coordination, project status reports, cost estimating, time reporting, and unit price summary.
Reviews and critiques proposed changes to HRM engineering standards, policies, or details.
Reviews geotechnical test results in conjunction with the final selection of the upgrade strategy.
Manages a technical library.
Provides technical guidance and assistance to design colleagues and other HRM departments.
Other related duties as required.

QUALIFICATIONS:
Education and Experience:

Diploma in Civil Engineering Technology.
Minimum of six years of civil/municipal engineering work experience.
Preferably registered as a Certified Engineering Technologist (CET) with TechNOVA (or eligible).
Have civil engineering design software training from a recognized program or a suitable combination of training and experience.

Technical / Job Specific Knowledge and Abilities:

High level of expertise in civil engineering design software, preferably Autodesk Civil 3D.
High level of expertise in computer-aided design, preferably AutoCAD.
Strong knowledge of the HRM Municipal Services Systems design guidelines and/or other design guidelines necessary to carry out accurate civil engineering designs.
Proficient in the design and preparation of municipal and civil engineering drawings.
Proficient in estimating quantities of materials, unit costs, and total costs of municipal projects.
Strong knowledge of HRM Contract and Specifications for Municipal Services and Nova Scotia Road Builders Standard Specifications for Municipal Services.
Knowledge of Provincial/Federal regulations and guidelines affecting municipal designs.
Proficient in spreadsheet, email software and word processing computer applications.
Sound working knowledge of GIS, Hansen and CityWorks.
Effective communication capabilities including writing and speaking skills.
Reviews and assesses compliance and implications of predesign strategies as outlined in the capital budget program versus final detailed design.
The Engineering Technologist must have a clear understanding of municipal guidelines and specifications. In some rehabilitation circumstances, the guidelines cannot be feasibly achieved. The Engineering Technologist must be cognizant of physical and financial constraints and must use judgement to determine the optimum design solution.
Independently reviews and assesses requested changes to civil/municipal engineering designs and determines scope of potential revisions for approval by the Design Engineer.
Prepares and finalizes details of contract documents including information to tenderers, form of tender and form of agreement.
Evaluates engineering software and make recommendations for purchasing based on engineering design requirements.
Evaluates and defines standards and procedures for computer-aided design software.
Determines required revisions to HRM Specification Document and manages ongoing adaptations.
Supports the Active Transportation group in the assessment and design of upgrades/new Active Transportation facilities.
Ensures technical reference materials are available and up to date for fellow Public Works staff.

DUTIES AND RESPONSIBILITIES:

Responsible for advanced studies and project management activities for complex transportation and municipal Capital Projects and complex municipal infrastructure projects ensuring that all governing regulations and guidelines are adhered to, while managing stakeholder expectations.
Responsible for managing project budget, schedule, scope, communications, quality, and risks with strong project management skills in multi-disciplinary transportation projects.
Develops and maintains project records including charters, schedules, work breakdown structures, budgets, risk registers, written and oral reports, Key Performance Indicator tracking spreadsheets, meeting packages, project forecasts and post-mortems.
Manages concurrent projects, including new construction or rehabilitation of infrastructure such as streets / roads, storm sewers, bridges, retaining walls, sidewalks, curbs, pavement (resurface, renewal, recycled, etc.,) guiderails, traffic signals, roundabouts, intersections, transit and rapid transit projects, overhead sign structures, active transportation infrastructure, and interactions between HRM infrastructure and utilities. Most projects require interfacing with other public servicing such as integrated Municipal and/or Provincial project delivery and coordination with utilities including Halifax Water, Eastward Energy, and Nova Scotia Power, telecoms and other external public service providers.
Applies municipal design guidelines and policies to develop and produce designs for capital projects. Must have advanced knowledge and understanding of civil/municipal engineering practices and possess advanced skills in operation and support of transportation 3D modelling software, such as, Autodesk Civil 3D.
Coordinates tender calls with Finance & Asset Management (Procurement) including advertisement, requisition of funds, obtaining approvals from stakeholders and preparing tender documents for delivery to Procurement.
Audits tender bids for accuracy and conformity to HRM requirements. This involves producing a detailed spreadsheet summarizing unit prices bid and unit prices estimated, ensuring that the calculated totals are correct, and analyzing the bids for unbalanced bidding and bid irregularities. Facilitates and administers cost sharing agreements with Halifax Water.
Prepares and presents Council, CAO, and Director Reports to address Council requests, and prepares award reports in conformance with the procurement policy. This includes obtaining availability of funds confirmation, stakeholder approvals, obtaining final agreement of cost sharing, and detailing budget implications for review and decision.
Represents the department at preconstruction and on-site meetings with construction inspectors, contractors, utility representatives, engineering consultants, elected officials and members of the public as required.
Assists the Design Engineering Technologist’s team lead with development of Standard operating procedures and quality assurance duties including reviewing internal and external record drawing information as per best practices.
Prepares data collection and analysis of unit price items and recommendations for future year application.
Provides technical review, mentorship, guidance and senior assistance to design colleagues and other HRM departments.
Attends and chairs internal and external meetings with stakeholders such as contractors, consultants and the public, during community and project engagement activities.
Ensures that all project components and activities meet HRM, local, provincial and/or federal legislation, standards, policies, procedures, and codes.
May perform other related engineering technology, and team guidance duties, as assigned.

QUALIFICATIONS:
Education and Experience:

Diploma in Civil Engineering Technology from a recognized College;
Minimum of six (6) progressively responsible years in Civil and/or Municipal Engineering, and a Certified Engineering Technologist (CET) with TechNova (or eligible); or a suitable and equivalent combination of training and experience;
PMP certification would be an asset; and,
Valid Nova Scotia Drivers License and should be prepared to use personal vehicle in accordance with the Local Travel Allowance Policy.

· Identifies and initiates various traffic engineering surveys related to traffic and pedestrian volumes, travel patterns, and vehicle speeds;

· Reviews development and construction proposals, providing input and direction regarding traffic control and transportation design requirements;

· Prepares and contributes to reports and presentations to Regional Council and external groups related to various traffic control matters;

· Maintains various datasets and records related to traffic control device inventories

· Represents the Traffic Authority and Traffic Management on various internal and external project and steering committees;

· Answers public inquiries concerning traffic matters.

· Ensures the integrity of the regional transportation network is protected through strategic review of land acquisition / surplus inquiries;

QUALIFICATIONS: Education & Experience:

· Diploma in Engineering Technology, with emphasis on traffic operations, transportation design / analysis, or equivalent Diploma or Degree;

· Four (4) years experience in the field of traffic operations, transportation engineering, transportation planning and / or road safety;

· Experience in a municipal government setting considered an asset;

· Designation as a Certified Engineering Technologist (CET), or other related professional designation considered a definite asset;

· A valid Nova Scotia Driver’s Licence or the ability to obtain.

Delivers and manages large and complex program/project management through design and construction of multi-million-dollar concurrent complex municipal transportation Capital Projects and programs ensuring that all governing regulations and guidelines are adhered to.
Manages program/project budgets, schedules, communications, quality, and risks.
Coordinates contract negotiations. Evaluates solicitations with procurement, requests for proposals for preliminary, detail design, construction services; and tenders for rehabilitation of existing or construction of new municipal infrastructure; including development of solicitation, advertisement, coordination of award, financial management, managing progress of consultant, and reviews reports and designs.
Engage key stakeholders, including clients, partners, regulatory bodies and community members ensuring effective communication and collaboration.
Monitors program/project budgets, reporting on the status of projects including cost, timing, and staffing, ensuring financial efficiency and adherence to budget.
Conducts financial forecasting and reporting, identifying potential risks and mitigation strategies.
Anticipates changes (scope, drawings, trades, staff, material, etc.) and leads respective change management initiatives, including negotiating and assessing cost and schedule impact. Assist with preparation of claims defense.
Reports to senior leadership on all issues relating to the project on a regular basis
Maintains transparent and effective communication, addressing concerns and managing expectations. Communicates changes effectively to all stakeholders and provide necessary support.

QUALIFICATIONS:
Education & Experience:

Technology diploma or undergraduate degree in business administration, engineering, architecture, planning, or a related field.
Minimum of 8 years of progressively responsible experience in Project Management with at least 5 of those years managing major complex program/projects in construction or transportation (or equivalent) at all stages of development and execution.
PMP (Project Management Professional) certification.
Experience and knowledge within the areas of strategic planning and budget control.
Experience managing complex, multi-stakeholder programs/projects, with focus on results and timelines.
Experience in risk management with a focus on transportation infrastructure design and construction.
Experience procuring and managing contracted services.
Experience in a Municipal environment would be considered an asset.

Mentors and provides functional direction to four Traffic Engineering Technologists through assignment of projects / tasks, reviewing work, providing technical advice / guidance / feedback and assisting with training activities;
Acts as primary liaison between the Traffic Services & Road Safety and Traffic Maintenance groups to coordinate and support implementation of Traffic Management’s key projects;
Initiates, leads and coordinates various projects related to the installation and modification of various traffic control devices and transportation system infrastructure in support of Public Works and other business unit projects / programs;
Assists in the planning and implementation of Traffic Management’s capital budget program by undertaking activities related to project scoping, estimating, implementation, coordination tracking and close-out;
Represents Traffic Management as subject matter expert on technical steering committees for various internal and external projects;
Assumes a lead role and represents Traffic Management on the Special Events Task Force, providing direction and input on event locations / routes, identifies requirements / conditions, prepares estimates / quotes, prepares and issues permits;
Acts as primary contact between Traffic Management and Development Approvals to coordinate review of traffic management plans and construction activities for subdivision projects;
Manages the on-going maintenance and update of Traffic Management’s pavement marking inventory / database to ensure all new pavement markings installed are captured in the database for future re-painting;
Assists with the identification, creation, implementation of, and adherence to, various policies, processes, and procedures within Traffic Management.

QUALIFICATIONS
Education and Experience:

Diploma in Civil Engineering Technology;
Minimum of seven (7) years’ experience in traffic / transportation operations, preferably in a municipal government environment;
Registered Certified Engineering Technologist (CET) with TechNOVA (or eligible);
A combination of education and experience in a related field may be considered;
Valid NS drivers’ license (or ability to obtain).

QUALIFICATIONS
Education and Experience:

A Diploma in Civil Engineering Technology from a recognized institution;
A minimum of 5 years of field construction experience in the areas of asphalt, concrete, roadways and other municipal infrastructure;
A minimum of one years' previous experience within a municipal engineering environment.

About the Opportunity

The Department of Medical Physics of Nova Scotia Health, Atlantic Canada’s largest academic health care organization, is recruiting an Electronics Engineering Technologist (EET) for the Cancer Care Program at the QEII Health Sciences Centre site in Halifax, Nova Scotia. The Electronics Engineering Technologist is a vital member of the cancer care team, joining the current compliment of three fulltime EETs.

The treatment facility in Halifax includes seven Varian linear accelerators, including a combination of TrueBeam and Ethos treatment platforms. Plans are in development to replace three units with state-of-the-art systems by June 2025. Treatment planning is done using Eclipse deployed through a thin client architecture, and Oncentra for HDR brachytherapy. CT, MRI and PET imaging and cyclotron facilities are on site.

Reporting to the Chief of Medical Physics, Electronics Engineering Technologists are primarily responsible for corrective and preventative maintenance to the linear accelerators, CT scanners and associated electrical equipment and computers. Electronics Engineering Technologists troubleshoot complex and often intermittent system problems in conjunction with equipment and system manufacturers. They must demonstrate proficiency in electronics, vacuum technology, high voltage, water cooling, pneumatic systems, computer control and imaging technologies used in the equipment they service. They must possess a background in IT, with working knowledge of computer hardware and software, as well as network and server maintenance. They must enjoy dynamic working environment, collaborating with medical physicists, medical physics residents, graduate student researchers and radiation therapists. The successful candidate will receive rigorous training in-house as well as courses provided by our technology vendor(s).

Provides general guidance and advice to inspection staff within area of operations, establishing a project team approach to the implementation and management of assigned capital projects.
Co-ordinates the assigned projects with inspection staff to ensure proper scoping out of works to be tendered and compilation of estimated quantities of pay items for tendering necessary for this work to assist in preparation of tender documents.
Oversees the daily administration of inspection staff within designated area of operations including attendance record keeping, coordination and recommending for approval of overtime work, section operating budget control within authority, etc.
Assigns approved Capital Projects to inspection staff within area of operation.
Liaises with Municipal Operations staff and provides information to the general publicand councillors including after hours on engineering issues.
Reviews and recommends for approval Capital Works progress claims to be forwarded to the Manager, Construction Services for approval for payment.
Coordinates and tracks Change Orders to ensure they are submitted and approved by required HRM, consultant and contractor representatives in a timely manner.
Ensures the timely follow up on all deficiencies associated with completed capital works.
Assigned to complex multi-year transportation and municipal Capital Projects and complex municipal infrastructure projects as a subject matter expert in constructability from functional design stage until project completion and provide input to other stakeholders when implementing new design elements. Attendance of regular meetings may be required.
Attends and chairs Pre-construction meetings with all stakeholders.
Establishes and maintains professional working relationships with project stakeholders including internal contacts (ie: Transit, ROW, Urban Forestry), property owners, design consultants and engineers, contractors, external stakeholders (ie: Nova Scotia Power, Bell Aliant, Eastward Energy, Halifax Water, NSE, NSPW). Assists in resolution of technical issues.
Coordinates the shop drawing review process during construction.
